Job Description

You as the Health Monitoring and Evaluation Officer support the Health Section in the implementation, monitoring, evaluation, and reporting of health programmes to improve programme performance and country office results.

The role contributes to evidence-based decision-making and programmatic coherence by supporting integrated monitoring, evaluation, and data systems, particularly for maternal, newborn, child and adolescent health (MNCAH) and Community Health Systems interventions.

Under the supervision of the Health Manager, you support the generation of actionable performance insights through data analysis, monitoring tools, and evaluation reporting. You also contribute to identifying gaps, lessons learned, and corrective actions to inform planning and improve programme effectiveness.

You further support cross-sectoral collaboration (notably with Nutrition, WASH, and SBC) to strengthen the efficiency, impact, and alignment of UNICEF’s health interventions with national priorities.

Key functions, accountabilities:

  • Support the Health Manager for timely data collection and quality control for Health Programme, mainly for MNCAH and Community Health System Interventions
  • Result-Based Management Support of the Health Section, mainly for MNCAH and Community Health System Interventions
  • Support the Health Manager for monitoring of Field Offices related to MNCAH and Community Health interventions
  • Partnership, Reporting and Knowledge Management

Minimum requirements:

  • Education: Bachelor or equivalent (First Level University Degree) in Public Health, Political Science, Social Science, Statistics, Data Science, Project Management, International Relations, Community Development and/or International Development.
  • Work Experience: Minimum two (2) years of relevant professional experience in monitoring and evaluation, data management, or public health programmes. Demonstrated expertise in the data collection, analysis, reporting and knowledge management..
  • Skills: Full computer literacy including MS Office Software and the knowledge of SharePoint system with proven experience and/or certificate. Knowledge of procedures of UNICEF system.
  • Language Requirements: Fluency in French is required.

Desirables:

  • Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language.
  • Experience in result based management, performance tracking tools, community health, reproductive maternal, newborn, child and adolescent health, experience working with partnership team and/or major donor stakeholders, experience working with government and/or non-government counterparts in the health sector, experience working in West and Central Africa is desirable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

The conditions of the temporary assignment will vary depending on the status of their post and relocation entitlements may be limited as per the relevant policies.
