Main Purpose
To lead and conduct administrative investigations into abuse and safeguarding incidents, ensuring rigorous case management, data integrity, and adherence to MSF standards. The role contributes to a safe working environment by enabling timely, ethical and survivor-centred responses to SEAH and other misconduct cases.
Job Overview
The SEA & Safeguarding Investigation Officer is responsible for the intake, assessment, triage, and investigation of SEAH and safeguarding allegations within MSF OCBA, including those involving partner organizations. The role ensures that incidents are managed in line with confidentiality, data-protection requirements, and MSF procedures. It provides technical guidance to field teams on reporting, case management and immediate protective measures, while conducting survivor-centred interviews and reviewing evidence. The officer analyzes case trends, supports training activities, and contributes to reporting and policy development within the Ethics & Behaviour Unit.
Responsibilities and Main Tasks
- Lead internal administrative investigations of SEAH and safeguarding allegations tosure integrity, fairness, and adherence to MSF standards.
- Manage the intake, triage and classification of incident reports to enable timely and appropriate responses.
- Ensure accurate recording and updating of safeguarding cases in case-management systems to maintain confidentiality and data integrity.
- Advise field teams on reporting pathways, case-management protocols and risk-mitigation measures to strengthen operational compliance.
- Conduct survivor-centred interviews and evidence reviews to establish reliable, well-documented case findings.
- Identify trends through case-data analysis to support internal reporting and inform policy and prevention initiatives.
- Deliver training and awareness sessions to MSF personnel and partners to reinforce best practices in safeguarding investigations.
- Support assessments and investigative activities related to other forms of misconduct to contribute to the overall functioning of the Ethics & Behaviour Unit.
Role's Specific Elements
- Manages highly sensitive information with strict adherence to confidentiality and data‑protection protocols.
- Applies MSF safeguarding typology and ensures adequate temporary and protective measures for persons affected.
- Interfaces with multiple missions and operational cells to strengthen field‑level capacity and consistency in case management.
- May support third‑party or partner‑related case reviews where required.
Selection Criteria
Education and Experience
- Bachelor's degree in Law, Criminology or related field
- Specialized training in safeguarding, investigations or related areas is an asset
- Minimum 5 years' experience conducting administrative investigations in humanitarian or similar settings
- Proven experience leading SEA or sexual harassment investigations
- Experience advising on risk mitigation for abuse-related investigations is an asset
- Experience in multicultural, emergency or field-based environments is an asset
Knowledge
- Strong knowledge of safeguarding, SEAH principles and survivor-centred approaches
- Familiarity with investigative standards, evidence evaluation and case management systems
- Understanding of confidentiality, data protection and duty of care
- Fluent written and spoken English and French. Additional languages are an asset
