Job Description and Responsibilities
Under the overall supervision of the Senior Regional Programme Coordinator (MPRR-SSA) and direct supervision of the Regional Return and Reintegration Officer, the successful candidate will assist with the development and delivery of cash-based interventions (CBI) under the Migrant Protection, Return and Reintegration Programme for Sub-Saharan Africa (MPRR-SSA).
Responsibilities
- Support the Regional Return and Reintegration Officer (MPRR-SSA) in integrating CBI into operational plans and strategies to efficiently meet programme objectives.
- Contribute to the design, revision and dissemination of CBI tools, guidance and workplans, enabling the implementation of efficient and effective CBI in the MPRR - SSA operations and adapting guidance to local needs.
- Contribute to the development of standard operating procedures for CBI, for the MPRR-SSA programme, and adapt country specific CBI SOPs as necessary.
- Liaise with relevant colleagues in Headquarters and Regional Offices and ensure compliance with IOM's policies and procedures for CBI.
- Support Country Offices in conducting market and financial infrastructure availability assessments, planning and budgeting, technical choices, legal and regulatory aspects to select the most adequate modality.
- Liaise and coordinate with Country Offices to ensure a coherent and consistent institutional and rights-based approach to CBI.
- In close coordination with Finance and Procurement Units, assist in identifying adequate delivery mechanisms and financial service providers (FSP) to ensure efficient and effective implementation of CBI.
- Support in reviewing the use of CBI within MPRR - SSA and identifying context-specific best practices, opportunities and needs.
- Support knowledge management and learning on CBI within MPRR - SSA and prepare periodic and ad hoc reports on IOM's CBI activities.
- Contribute to the coordination with relevant Focal points to ensure that protection mainstreaming and streamline cross-cutting issues are taken into consideration in the implementation of CBI activities.
- Contribute technical inputs to the development and refinement of MEAL tools, surveys, and monitoring frameworks.
- Provide technical guidance and backstopping to Country Offices in their engagement with partners and coordination mechanisms related to Cash-Based Interventions (CBI).
- Undertake field visits to support project teams as needed.
- Undertake any CBI thematic related support to the Dakar Regional Office as required.
- Perform such other duties as may be assigned.
Performance Indicators
- Mapping of CBI practices in MPRR-SSA Transit Countries
- Tailored support to Country Offices
- Operationalization of the FSP mapping conducted
- MPRR SSA-tailored CBI guidance and SOPs
- Coordination events related to the usage the CBI modality of in return and reintegration assistance in MPRR-SSA
Qualifications
Education
- Master's degree in economics, Social Sciences, Political Science or a related field from an accredited academic institution with two years of relevant professional experience;
- University degree in the above fields with four years of relevant professional experience.
Experience
- International experience in cash programming in humanitarian and non-humanitarian contexts, particularly with cash for livelihood.
- Practical experience in coordinating with colleagues in field missions.
- Experience liaising with governmental authorities, other national and international institutions and NGOs and building effective local partnerships.
- Experience coordinating activities across locations and reporting.
- Experience in resource management and procurement related to CBI.
- Proven ability to work with vulnerable individuals and integrate a wide range of protection considerations into CBI programming.
- Work experience with Return and Reintegration programming is an advantage.
- Work experience in Sub-Saharan Africa is an advantage.
Skills
- Ability to timely understand the Organization's structure and portfolios.
- Proven computer literacy, in particular knowledge of Excel.
- Strong written and verbal communication skills and ability to effectively communicate with colleagues, partners and migrants.
- Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
- Demonstrated flexibility and creativity in planning and problem solving.
- Strong quality control and assurance skills.
- Good knowledge of monitoring and evaluation.
- Analytical skills, observation and analysis capacity.
Languages
- Fluency in English (oral and written).
- Working knowledge of French is desirable (oral and written).
